This is a 5/1000" (5 mil) thick roll of Fish Paper. 26 inches wide and 25 feet long. These rolls are shipped  as shown in a cylindrical tube. Very popular intro manufacturing industry. Note this is not the regular 10/1000 inch (10 mil)  thickness used in the telecom installations but the same insulating fish paper material

Dark Plain Fish Paper Rolls for easy identification from a distance

The dark electrical insulating fish paper rolls are noticeable from a distance and will not blend with the color of the traditional cable insulation, busbar insulation and cable trays. Some installers like how this slightly stiffer paper handles in the field with its improved tear resistance
